When OKRs Become Performance Reviews
It seems logical to tie OKRs to performance ratings. This logic is intuitive and wrong. When OKRs become individual scorecards, you lose the very thing they should provide: truth.
It seems logical: if OKRs measure what matters, shouldn't we tie them to performance ratings? If someone hits their OKRs, they're performing well. If they miss, they're not.

The core belief
OKRs measure whether the company is winning. Performance reviews measure how an individual helped the company win, or positioned it to win later.
These are related, but they are not collapsible.
Why directly tying OKRs to performance breaks things
Outcomes are not a clean proxy for individual performance. They're influenced by:
- Goal craft and strategic framing
- Cross-team dependencies
- Timing and external forces
- Legacy constraints and prior decisions
A person can operate at an elite level and still miss an OKR. The market shifted. A dependency fell through. The goal was poorly scoped.
When OKRs are used as individual scorecards, you get:
- Sandbagging and conservative goal-setting. Why aim high if I'll be penalized for missing?
- Risk avoidance and local optimization. I'll take the safe bet, not the strategic one.
- Political negotiation of targets. Let me manage expectations before we even start.
- Defensive reporting and shallow retrospectives. I need to protect my score, not learn from what happened.
In short: you lose truth. And without truth, OKRs are just theater.
OKRs are a shared outcome instrument
OKRs exist to:
- Create alignment
- Force prioritization
- Surface risk early
- Bring teams together around a common focus
They answer: "Are we collectively moving the business in the right direction?"
They are not designed to answer: "Did you, personally, do a good job?"
Using them that way is a category error.
The important caveat: "not tied" ≠ "not relevant"
Decoupling OKRs from performance ratings does not mean ignoring them entirely.
The healthy stance:
- ❌ Missed OKR = poor performance
- ❌ Hit OKR = strong performance
- ✅ OKR outcomes provide context for evaluating decisions, judgment, and leadership
OKRs should be treated as signals, not verdicts.
A missed OKR might reveal excellent performance: someone raised the risk early, adapted quickly, and delivered value despite external factors. A hit OKR might mask problems: someone sandbagged, avoided risk, and optimized for their number at the expense of the company.
What performance should actually be judged on
Strong performance evaluation focuses on:
- Quality of judgment under uncertainty
- Ability to identify and communicate risk early
- Adaptation when assumptions break
- Learning velocity and iteration quality
- Systemic impact beyond direct scope
- Raising the bar for the team or org
OKR outcomes help inform these questions, but they do not answer them.
Why outcome-only evaluation is a trap
Outcome-only systems ignore:
- Counterfactuals ("what would have happened otherwise?")
- Leverage vs effort
- Long-term vs short-term impact
- Capability building vs extraction
They reward optics over substance and often under-credit elite operators whose best work compounds later.
The balancing risk on the other side
Fully ignoring OKRs in performance discussions creates a different failure mode:
- Endless iteration without consequence
- Great narratives with little impact
- Motion without outcomes
The fix is not tighter coupling. It is better managerial judgment.
Evaluating performance well is harder than scoring outcomes. That difficulty is not a flaw; it is the job.
A clean principle to anchor on
Protect both by keeping their roles distinct.
What this looks like in practice
During the cycle:
- OKRs are updated honestly, without concern for personal ratings
- Risk is surfaced early because there's no penalty for it
- Teams collaborate openly because goals are shared
At cycle end:
- OKRs are graded to calibrate the system, not judge individuals
- Performance conversations reference OKR outcomes as context
- Managers exercise judgment about what outcomes mean
In performance reviews:
- "The OKR missed, but you raised the risk in week 3, pivoted quickly, and delivered 80% of the value through an alternative approach. That's strong performance."
- "The OKR hit, but you set an easy target, avoided strategic risk, and didn't help the team around you. That's not what we need."
Final position
- OKRs should not be tied to individual ratings or compensation formulas
- OKRs should inform, not determine, performance conversations
- Missed outcomes are data, not guilt
- The primary value of OKRs is alignment and shared focus
Used this way, OKRs do what they are best at: bringing teams together around the right problems, honestly.
